Discussing the State Budget for 2010 at the today´s sitting of the Opposition Government, Mykola Tomenko, Deputy Chairman of The Verkhovna Rada of Ukraine, stated that "it has been a long time since such a centralized budget that levels the authorities of the local self-government was adopted in Ukraine." "Only twenty per cent out of one hundred are to be distributed among the local self-government", he stated.
According to M.Tomenko, incomprehensible principle of government allowances allocation to the cities makes up another problem. Thus, preference is given to the cities in the South and the East, esp. Donetsk region. M.Tomenko named the first five cities to obtain the largest government allowance: Makiivka, Kryvyi Rih, Kherson, Odesa and Horlivka. "This list includes two small towns of Donetsk region (Makiivka and Horlivka), while no city of Central or Western Ukraine is included", M.Tomenko stressed. He believes that this example (to take care of ‘one´s own´ cities, the rest of Ukraine afterwards) confirms the principle of activity of the President´s team: "to take care only of the voters who supported Viktor Yanukovych."
The Deputy Chairman drew attention to the substantial expenditures for the support of the authorities, esp. activity of the President and the Cabinet of Ministers. "The expenditures for the special medical treatment of the high-ranking officials, extension of the health and leisure institutions, upkeep of the President´s residencies increase drastically", he stated. However, M.Tomenko admitted that the expenditures for the humanitarian projects had not grown.
